As soon as he took over as President, Murmur became a tyrant and banned all journalists, noticeably affecting Iris West who decided to become a resistance fighter against Murmur's government, leading to her arrest.[2] During his regime, Murmur owned CBS Studios, legalizing a competition titled Midnight Circus, where all manner of prisoners and convicts were forced into gladiatorial combat, with the winners being released from their sentences.[1] Acting as a sworn, Murmur issued massive pardons across the country, allowing Henry Allen to be released from prison.[3] Years later, Barry Allen shared an article comparing the Murmur Administration to the Khmer Rouge, this coupled with Allen's debts led to his arrest.[1]

Simon Chang helped carry out a DDoS attack against President Murmur's IT infrastructure, ultimatelly being arrested as a political subversive and forced to compete in the Midnight Circus. In an attempt to rescue Chang, his accomplices attempted to hack GBS Studios' online marketplace.[2]
