In the 1980's, the Atmospheric Scatter Program was created by Ronald Reagan to be a replacement to the Star Wars Program. Therefore, the satellite station was built in Colorado.[1]
Capabilities[]
Using advanced technology, the main operating dish utilizes channels via orbiting satellites to scatter and emanate any broadcast across the world. It has the arbitrarily invincible potential to utilize particle beam technology to take over any electronic device that can televise or emanate radio broadcasts and realign them to suit whoever is in control.
However, it is not always in a paramount position to uphold the absolute certainty of being competent enough to simultaneously override all channels worldwide.
The immense power of the program is controlled from a nexus central broadcasting dish that is relayed by the satellites to scatter its broadcast across the globe. It demonstrates quite a vague range of power, but it is said to have the enormous capability to affect every single television across the world. When used by Maxwell Lord, it is shown to have most of the capabilities described, although in that specific scenario it is most likely being amplified by Max's magic as well.
